Retired NYPD Deputy Inspector Hsiao Stewart Loo is a highly decorated NYPD veteran with over 20 years of distinguished service. Known for his exceptional leadership, innovation, and strategic planning, Loo played pivotal roles in various high-profile investigations, undercover operations, homicides, and financial crimes. As the founder and commanding officer of the NYPD Asian Hate Crimes Task Force, he led a diverse team of detectives fluent in over 17 languages, addressing hate crimes within the Asian American community and implementing strategic initiatives to foster community trust and enhance reporting mechanisms. 

During his tenure as the Commanding Officer of Manhattan South Detectives, Loo supervised over 200 detectives, coordinating complex cases, including homicides and terrorism-related incidents. His efforts ensured timely and high-quality investigations, enhancing operational efficiency by integrating narcotics investigations with squad operations and coordinating inter-agency collaboration. Loo also served as the Commanding Officer of the 17th Precinct Detective Squad, achieving annual increases in arrest rates and reducing the number of open cases, despite limited personnel resources.

An honors graduate of SUNY Stony Brook with a Bachelor of Science in Psychology, Loo completed advanced courses in criminal investigation, homicide investigation, executive management training, and interview/interrogation techniques. He is a certified NYPD Berlitz Translator in Mandarin Chinese and co-founded the Asian American Police Executives Council (AAPEX), mentoring young Asian American officers and fostering community-police relations. Currently, Loo works as a private investigator, and handles a variety of civil and federal criminal investigations, internal investigations and is a highly sought-after thought leader on investigatory logistics and management.
